About N3MH

The Philippines National NGO/CSO Network for Mental Health

A flagship project under One Algon Place Foundation, Inc. — a nationwide civil society coalition bridging NGOs/CSOs, leaders, practitioners, advocates, and end-users across the full Mental, Neurological, and Substance Use (MNS) spectrum into one, unified, supportive NGO/CSO ecosystem across all 17 Philippine regions.

Our Mission

To connect the entire Philippine MNS ecosystem — bringing together doctors, licensed psychologists, licensed social workers, church leaders, pastoral and religious networks, and grassroots CSOs — so that every community in Luzon, Visayas, and Mindanao has a clear, standardized referral and support system, aligned with the PCMH Strategic Framework 2024–2028 and DOH Ginhawa ng Isip at Damdamin.

Vision

A Philippines where mental health — spanning the full MNS spectrum from psychiatry, psychology, and neurology to addiction recovery and community psychosocial support — is a recognized right, adequately resourced, and free from stigma; united into one, unified, supportive NGO/CSO ecosystem.

What N3MH Is

N3MH is a civil society coalition managed under One Algon Place Foundation, Inc. It is not a government agency, a crisis line, or a standalone clinic. N3MH is a network builder — bridging NGOs/CSOs, leaders, practitioners, advocates, and end-users across Psychiatry, Psychology, Neurology, Addiction Science, and Community networks across the Continuum of Care: from Prevention and Promotion, Community care, Primary care, Specialized Treatment, and Recovery Care. Rather than acting as a single healthcare provider, N3MH serves as a unifying operational platform that aligns civil society under a shared advocacy framework.

  • Not a government agency — N3MH is an independent civil society coalition under One Algon Place Foundation, Inc.
  • Not a crisis hotline — For crisis support, call DOH 1553 or Hopeline (02) 8804-4673.
  • Not a single clinic or hospital — N3MH is a network of member organizations across 17 regions — Luzon, Visayas, and Mindanao.

What We Connect

N3MH bridges NGOs/CSOs, leaders, practitioners, advocates, and end-users across five interconnected sectors of the Philippine mental health landscape — across the full Continuum of Care.

Mental Health, Psychology & Psychiatry

Linking NGOs/CSOs engaged in legitimate activities along the Mental Health Continuum of Care in the Community, Clinics, and Specialty Centers — including psychiatrists, clinical psychologists, and licensed psychologists.

Neurology

Supporting NGOs/CSOs engaged in the Continuum of Care for persons with Developmental Disorders, Seizure Disorders, Neurodegenerative Disorders (Dementias), among others.

Substance and Behavioral Addictions

Linking NGOs/CSOs engaged in the Continuum of Care for Persons Who Use Drugs (PWUDs) and Persons with Behavioral Addictions (PWBAs), among others — including DOH-accredited TRCs and dual-diagnosis programs.

Engaging & Empowering Persons with Lived Experience (PWLEs)

Optimizing care from Families, Communities (LGU and Spiritual), and providers (Primary and Specialized) — including licensed social workers, pastoral and religious networks, and community health workers.

Government & Institutional Partners

NGAs, LGUs, DOH regional offices, NYC youth alliances, and inpatient and rehabilitation facilities aligning policy with the PCMH Strategic Framework 2024–2028.

Policy Alignment

  • Republic Act 11036 — Philippine Mental Health Act — the legal foundation for all N3MH advocacy and service-delivery work.
  • PCMH Strategic Framework 2024–2028 — Philippine Council for Mental Health — N3MH programs are designed to advance PCMH priorities.
  • DOH Ginhawa ng Isip at Damdamin — DOH community mental health program — N3MH chapters coordinate with DOH CHD regional offices.
  • PhilHealth Z-Benefit — N3MH advocates for expanded PhilHealth mental health coverage for all Filipinos.
  • Dangerous Drugs Board (DDB) — N3MH member TRCs and addiction specialists coordinate with DDB community programs.
