Core Principles

Subsidiarity

Decisions are made at the most local level capable of addressing the need — from barangay health workers and faith-based groups to regional clinical networks and national policy bodies.

Transparency

All governance, finances, and program outcomes are openly reported to members — clinical, academic, grassroots, and government — and to the public.

Inclusion

Persons with lived experience (PWLE), social workers, faith-based leaders, and community health workers are meaningfully represented in all decision-making bodies alongside clinical specialists.

Zero Duplication

Chapters coordinate with existing DOH, LGU, DSWD, DDB, and CSO programs across the MNS spectrum — complementing rather than replicating services.

Advocacy Priorities

MH Act & PCMH Implementation

Monitoring and supporting LGUs in establishing mental health units, hiring MH professionals, and allocating budgets as mandated by RA 11036 and the PCMH Strategic Framework 2024–2028 — covering the full MNS spectrum from psychiatry to community psychosocial support.

PWLE & Grassroots Participation

Ensuring persons with lived experience, social workers, faith-based leaders, and community health workers are meaningfully included in policy design, program evaluation, and governance at all levels — not just clinical voices.

LGU & Government Integration

Partnering with LGUs, DOH regional offices, DSWD, DDB, and NYC youth alliances to embed MNS services — from psychiatry and neurology to addiction recovery and psychosocial support — into primary care, social welfare, and education systems.

Anti-Stigma & Community Awareness

Community-based campaigns across all 17 regions to reduce discrimination, promote help-seeking behavior, and normalize mental health conversations in Filipino culture — reaching clinical professionals, social workers, faith communities, and the general public.
