N3MH — the National NGO Network for Mental Health (Kapatiran Kalusugan-Isip) — unites civil society, psychiatry, neurology, and addiction support into one connected network across the Philippines. We operate under the PCMH Strategic Framework 2024–2028, coordinating with the Department of Health, PhilHealth, and 17 DOH Centers for Health Development.
MISSION STATS
FIVE SECTORS
Psychiatry & Clinical Mental Health
Connecting Filipinos to licensed psychiatric care, outpatient services, and PhilHealth-covered mental health packages.
Neurology — Developmental, Seizure & Neurocognitive Disorders
Supporting families navigating developmental disorders, seizure disorders, and neurocognitive conditions through specialist referrals and community education.
Substance Use & Harm Reduction
Linking communities to recovery support, harm reduction programs, and DOH-accredited treatment facilities.
Behavioral Addictions — Gambling, Screen & Others
Providing DSM-based screening, early intervention, and referral pathways for gambling addiction, screen addiction, and other behavioral addictions.
Grassroots & Local Networks
Empowering barangay-level CSOs, PWLE-led groups, and community health workers as the backbone of mental health care.
HOW WE WORK
01
Connect
We map and link CSOs, clinics, and community groups across all 17 Philippine regions — creating a living directory of mental health resources.
02
Screen & Refer
Our digital toolkit helps frontline workers triage needs and fast-track referrals to the right services — from barangay health centers to PhilHealth-accredited facilities.
03
Advocate
We amplify community voices in national policy, aligned with the PCMH Strategic Framework — because lasting change starts with the people it serves.
Browse N3MH's five service sectors and 17 Philippine regions to locate the care you need — from barangay health centers to PhilHealth-accredited facilities.

CORE PRINCIPLES
Subsidiarity
Decisions are made at the most local level capable of addressing the need — from barangay to national.
Transparency
All governance, finances, and program outcomes are openly reported to members and the public.
Inclusion
Persons with lived experience (PWLE) are meaningfully represented in all decision-making bodies.
Zero Duplication
Chapters coordinate with existing DOH, LGU, and CSO programs to complement rather than replicate services.
